Understanding Grants Pass: Analysis and Takeaways from the Supreme Court’s Decision in City of Grants Pass v. Johnson

On June 28, 2024, the United States Supreme Court issued its decision in City of Grants Pass v. Johnson and held that enforcement of generally applicable laws regulating camping on public property does not constitute “cruel and unusual punishment” under the Eighth Amendment of the United States Constitution. Join Kimberly Chin, Senior Assistant City Attorney for the City of Richmond, for a summary and analysis of the Grants Pass decision and a discussion of how this decision may change how cities, municipalities, and other public entities approach and address the issue of homelessness in their communities.
